CHESTERFIELD COUNTY, Va. – A woman contacted Chesterfield Police after she said she spotted an adult male masturbating outside a daycare building on Sept. 26.
The daycare is located in the 10300 block of Memory Lane Road, off Centralia Road.
Officers located the suspect nearby when they arrived, around 4:30 p.m. Monday.
The suspect, Stephen M. Bates, 26, was arrested and charged with sexual display.
The indecent exposure charge was for masturbation, actual/simulated.
According to Virginia law, any person who, while in any public place where others are present, intending that he be seen by others, intentionally and obscenely as defined in § 18.2-372, engages in actual or explicitly simulated acts of masturbation, is guilty of a Class 1 misdemeanor.
