Bail bondsman arrested for accepting sex from inmates as payment

HENRICO COUNTY, Va. -- A bail bondsman is facing charges because he allegedly freed women from jail on the condition that they would have sex or perform sexual acts on him.

Vladimir Tarabay of Fast Bail Bonding was arrested and charged with two counts of threat, intimidation for money and forcible sodomy.

"Inmates that didn't have enough money to get their self out of on bond, he would accept a small amount or sexual favors ,” said Henrico Sheriff Mike Wade.

Henrico County Sheriff Mike Wade told WTVR CBS 6 reporter Sandra Jones in an exclusive interview that the investigation began after at least two alleged victims came forward.

"It's something we've heard of and tried to investigate in the past, but until we got these two women who came forward, and agreed to cooperate, it really started the ball rolling,” Wade said.

Wade said Tarabay would meet his victims inside the jail to fill out paperwork before they were released. The sheriff said that is when the victims would have to agree to his terms.

Then Tarabay allegedly brought the women to his South Richmond home where he allegedly had sex with them or instructed them to perform sexual acts on him.

Wanda Young, of Young’s Bail Bond, was floored by the allegations.

"People that are arrested or in jail, they are already at a disadvantage. Whether they are innocent or guilty, it doesn't matter,” Young said. "That's like extortion, deception."

Henrico Commonwealth's Attorney Shannon Taylor said the alleged crimes have been going on for some time.

A collaborative effort between her office and law enforcement, warrants were obtained to charge Tarabay this week.

"Warrants that could be executed to get this gentleman off the streets, and in a situation where he can no longer conduct this business that is, in my opinion, very offensive. And allow us to continue our investigation,” Taylor said.

Jones stopped by  Tarabay's home, but no one answered the door. She did reach him by phone, but he declined to comment on the allegations.

Tarabay, who is being held without  bond, is scheduled to be arraigned Monday.
