Police continue to man Henrico intersections without stoplights after storm

HENRICO, Va. -- Four days after a storm with tropical storm force winds hit the area, some homes and traffic stops remain without power. Dominion Virginia Power said they hope to have all services restored by Monday night.

In the meantime, there were still several busy intersections manned by Henrico Police on Monday.

At Three Chopt and Camden Roads, near Freeman High School, stop signs have been set up to establish four-way stops.

At Horsepen and Glenside, police were on hand all day, after a weekend of working overtime, to help drivers navigate the interseciton.

Neighbors in the area said that the intersection is dangerous on a normal day.

"They're running too fast," said James Richie. "They're going so fast you think they're on the expressway."

On Friday afternoon, two drivers failed to stop at the intersection of Ridgefield Parkway and John Rolfe Parkway in the West End.

Todd Allen Phillips, 55, was killed when his Toyota SUV collided with a Hyundai SUV.

Police have advised drivers to treat intersections with malfunctioning traffic lights as a four-way stop.
