Man found shot to death in car at apartment complex

RICHMOND, Va. -- A man was found dead in a Richmond parking lot early Sunday morning. Officers responded to reports of a person down at the Town and Country Apartment complex, in the 1400 block of Armfield Road on Richmond's Southside, just after 2 a.m. Sunday.

"Officers arrived and found a Latino male down and unresponsive in the parking lot of the apartment complex suffering from an apparent gunshot wound. He was pronounced dead at the scene," Richmond Police spokesman James Mercante said. "The Medical Examiner will determine cause and manner of death."

Valerie Owens said she noticed the commotion when she let her dog, “Shady,” outside to go the bathroom and found a sea of police lights.

"When the police came, she just had a fit,” Owens said. "I thought somebody had gotten killed because of the way they were looking on the ground out here.”

Owens' suspicion turned out to be true and RPD's mobile command unit was near the scene most of Sunday.

Investigators have not yet identified the victim or released any details about possible suspects, but are asking for the public's help to rid the streets of illegal weapons.

The new Gun250 Tip Program allows Richmonders to text tips about illegal guns to police.

If that tip leads to illegal firearms, the tipster gets a $250 reward.

“The people without a license, those are the ones that are likely to shoot somebody,” Owens said.

While it is unclear if the weapon used Sunday was illegal, Owens hopes programs like it will prevent more tragedies in her parking lot.
