RICHMOND, Va. -- Here's my winter weather outlook for the upcoming season. Strong El Nino winters over the years have yielded a HUGE range in snowfall totals for central Virginia, but generally have resulted in warmer and wetter conditions. A short-term phase change of the NAO or PNA, coupled with an active subtropical jet, could easily bring us a big snowstorm or two, so it will be a very interesting winter to watch unfold.
