Franklin, 27, was found in his 1995 light blue Cadillac along the 7400 block of Old Hickory Dr. in August 2004.

"Investigators have developed new information, including two significant leads, in this case and believe several individuals are still in the metro Richmond area who may have important information that could help to solve this crime," Hanover County Sheriff's Office spokesman Lt. Chris Whitley wrote in an email.

Anyone with information is asked to contact the Hanover County Sheriff’s Office at 804-365-6140 or the Metro Richmond Crime Stoppers at 804-780-1000.
