RICHMOND, Va. (WTVR) -- The owner of an embattled Church Hill coffee shop has filed a multi-million dollar lawsuit.

CBS 6 News obtained the lawsuit filed by Bob Buffington, the owner of Captain Buzzy's Beanery.

In October , Richmond City Council turned down his request for a beer and wine license.

Opponents worried approval would change the character of the neighborhood.

However, Buffington's lawsuit against several people involved in the Church Hill Association alleges secret association meetings and misrepresentations to city planners, according to a report in Style Weekly.
