The incident happened around 11 a.m. in the 2500 block of Semmes Avenue, police said.

Police released surveillance video of the suspect, who is described as a light-skinned black male in his 30s with green eyes, about 5 feet 10 inches tall with a medium build. The suspect is bald with no facial hair and was wearing blue jeans and a black T-shirt. He was also carrying a white construction-type helmet and wearing a backpack.

Detectives think the suspect may work or live in the area.
