RICHMOND, Va. (WTVR) — Governor McDonnell is being criticized by abortion rights supporters for his amendment to a bill that would set up a health exchange in Virginia that would be compliant with the federal Affordable Care Act.

The change would prohibit insurance companies in that exchange from offering policies that cover abortion.

However, McDonnell argues that the amendment aligns with a federal policy that prohibits public money being spent on abortions, except in cases of rape, incest or when a mother’s life is endangered.
