RICHMOND, Va. (WTVR) - Richmond Mayor Dwight Jones delivered his annual "State of the City" address Tuesday night, at Richmond's Centerstage.

During his speech, Jones highlighted the accomplishments of his last term, such as building a new jail and schools, and bringing in the Redskins. He also discussed the challenges ahead.

The poverty rate in Richmond is one of those of those challenges.

The Mayor's office told CBS 6 that 25% of the city's population lives below the poverty line, and about 50% are defined as living on the edge of poverty.

Jones also talked about goals for the city, including the building of a new baseball stadium and the welcome center on Main Street.

Notably absent from the speech was any accolades for the Richmond Police Department. Jones was mum about the future of the force, especially with Chief Norwood applying for a position in Raleigh, N.C.

He did say there will be some "tweaks in personalities."
