RICHMOND, Va. (WTVR) – U.S. Agriculture Secretary Tom Vilsack was in Richmond Wednesday to announce a program aimed at helping small and family-operated farms.

As Sec. Vilsack explained to CBS 6 anchor Bill Fitzgerald, the micro-loans are designed to help beginners, the socially disadvantaged and returning veterans interested in becoming farmers.
