Emancipation Day: What does it mean today?

RICHMOND, Va. (WTVR) – President Lincoln signed a bill, passed by Congress 150 years ago that freed slaves within the District of Columbia.

The Emancipation Proclamation and the end of the Civil War wouldn’t come until later.

Now, 150 years after emancipation began in earnest, CBS 6 Senior reporter Wayne Covil examines where African-Americans stand 150 years after emancipation.
