CHESTERFIELD COUNTY, Va. — Chippenham Parkway (Route 150), near Route 76, reopened after emergency crews helped a person suffering a mental health crisis.
An image from the scene showed a person sitting on an overpass near the Forest Hill Avenue exit.
The situation had snarled the morning commute, backing up traffic more than seven miles as lanes and ramps were blocked in the area.
