Richmond City Council votes not to add ‘Navy Hill Fund’ referendum on November ballot

RICHMOND, Va. -- Richmond City Council voted Wednesday not to add a referendum on the Navy Hill Project fund on the November ballot.

The referendum would have given voters the chance to tell lawmakers how they felt about the project, which Richmond Mayor Levar Stoney said would result in a new downtown arena, affordable housing units, and thousands of jobs to the city.

Specifically, voters would have been able to share if they agreed with the city setting aside taxpayer money for the project.

Three council members, Kim Gray, Reva Trammell, and Kristen Larson voted yes. Five members voted no, and Parker Agelasto abstained.

While some city leaders said the project would be carried out without raising taxes or take away existing money from city schools, others are concerned about how the project will be funded.

In a meeting Tuesday, Richmond City Council voted against moving the resolution to the floor for discussion, but decided to hold a public hearing.

Richmond City Council will continue to review the 900-page project proposal. There will be a public hearing on the Navy Hill Project during the first City Council meeting in November.
