“The Trooper’s preliminary investigation, at present, reveals that the driver of a 2005 BMW sedan was traveling southbound Interstate 95 in the center lane just off of Interstate 64, running off road right, striking a guardrail forcing the vehicle to spin across the lanes to the left, and finally hitting a jersey wall,” said State Police Sgt. Police later identified the driver as James Andrew Brown, age 34, of Richmond.

Brown was ejected from the vehicle on impact and pronounced dead at the scene, according to police.
