RICHMOND, Va. – In 1992, the Virginia State Police created the “Heat Program” to help educate citizens and law enforcement about auto theft. First Sergeant Steve Hall, the program’s coordinator talked about this successful initiative that has helped to decrease auto theft for the past 25 years.
