Maurice Lamont Muhammad, 52, was charged with masturbating in public after a victim reported seeing him commit the sex act.

Since the beginning of August, police have also been searching for a man they said committed a sex crime during the middle of the day at the same library. Police told CBS 6 that these are two different incidents.

A Henrico woman who witnessed that incident recorded a man as he fondled himself just feet away from children.

The graphic video shows him sitting on a couch and touching himself while reading Sports Illustrated magazine.

The woman, who did not want to be named, said that he would look up at her and smile.

“When he continued to make eye contact, that’s when I was like, you know what, that’s it, I’m gonna pack my stuff up and I’m gonna go to the front desk and let them know what’s going on,” the woman said.

Mike Hatchet, the managing librarian on duty, called the police but by the time officers arrived on scene the man had run away.

Although the suspect got away, the witness handed over all her pictures and video of the incident to police.

“I went ahead and record it, so I do have evidence so they can see clear footage of what was going on,” she added.
