RICHMOND, Va. -- City work crews placed sand on a stretch of Westover Hills Boulevard in Richmond's Southside Tuesday morning after a water spill. A fire hydrant began leaking near the 600 block of Westover Hills Boulevard just before 4 a.m. Tuesday. The water pooled on the road, then froze.
City crews placed sand on the ice, but did not close it. They advice drivers going through the area to be careful.
