HENRICO COUNTY, Va. -- The first week of school, drivers expect a little more traffic on the roads, but an area man said he didn’t expect the ‘chaos’ he ran into at a Henrico library.

On most afternoons, Sam enjoys the peace and quiet working from his computer outside of Twin Hickory Library. "I try not to be here by four o'clock.  I try to be gone,” said Sam, concerned over the traffic.

The reason? The library's parking lot turns into a grand exit for students leaving Deep Run high school.

Sam describes the exodus as “Chaos.”

Blaring music and beeping horns fill the parking lot as the students leave. "I'm surprised that nothing has really happened here,” said Sam.

The lot has also become a drop off and pick up location for parents, despite posted ‘for library use only’ signs.

On any given morning, Hillary Burns said she'll see between 30 to 40 vehicles lined along the far side of the library parking lot.

"It has been an issue over the years because of us being so close to the high school,” said Hillary Burns.

Henrico School leaders tell CBS 6, seniors are allowed parking on campus after paying a $50 fee.

Juniors are notified about their parking passes following the application process.

But for library patrons like Sam, dealing with this can be a headache.

"When it's not completely over run with high school students, it's a nice quiet place to work,” said Sam.

Henrico County Public Schools sent this statement to CBS 6:

“We’re optimistic that the situation will be improving soon. The typical process at the start of the school year works like this: Junior parking information will be announced this coming Monday. Following an application process, students will be notified about parking passes on the following Monday, September 21.”

“We work on an individual basis with students to make them aware of appropriate places to park. Certainly we want library patrons to have convenient access to their library, and the library would be well within its rights to ask that certain vehicles be ticketed or towed.”
