Police: Man shot video up skirts at West End shopping center

HENRICO COUNTY, Va. -- A Lancaster, Virginia man was arrested after Henrico Police said they observed him shooting video up a woman's skirt. Stephen Ryan Lewis, 28, was charged with one count of felony unlawful creation of image of another and one count of misdemeanor unlawful creation of image of another.

Police were called to the 7-Eleven at the Tuckahoe Shopping Center on North Ridge Road on June 19 after someone reported an up-skirting. A witness provided police with a suspect description, a vehicle description and a license plate number.

"Based on the information from the witness, police were able to identify the suspect," Henrico Police spokesman Lt. Chris Eley said. "On July 22, 2015, Henrico Police observed Lewis capturing video footage under a victim’s skirt."

The second instance also happened in the 7-Eleven along the 400 block of N. Ridge Road. Lewis is being held in the Henrico County Jail.
