Richmond dealer gets 23 years for selling over 38 pounds of heroin

CHESTERFIELD, Va. –A Chesterfield resident has been sentenced to 23 years in prison, followed by four years, for heroin distribution. His other charges included possession of a firearm as a felon, and violation of his probation.

Jerome Russell Lockhart, aka “Rome,” 36, of Chesterfield had previously served a prison sentence for a prior drug trafficking offense. He was released in 2010, on four years’ probation.

He began selling heroin shortly after his release, he confessed.  He admitted that he sold 38.5 pounds of heroin, over a two-year period. There were two known overdoses that did not result in death associated with the product Lockhart confessed to moving.

He was busted after an informant purchased heroin from him, under the direction of law enforcement, on Nov. 14, 2014. Later that day police pulled Lockhart over in his gold Lexus, for violating an outstanding warrant for a federal probation violation. A bag containing 69 bags of tan powder was found underneath his seat. Two other bags were received from the seat and floorboard of the car.

He also admitted to police that he had $8,000 in cash at his cousin’s house.

According to court documents, Lockhart’s Chesterfield house was searched at the same time and police recovered approximately $130,000 in cash, guns, and more heroin.

He told police he purchased five ounces of heroin a week, for $10,000 and he doubled his money by selling to users and not middlemen.

Lockhart was sentenced to 240 months on the drug charges, and 120 months on the firearm charge. Those sentences will run concurrently. Lockhart was also sentenced to 36 months for violating the terms and conditions of his supervised release. The 36 months will run consecutive to the 20 years, bringing the total prison time to 23 years.

The defendant’s prior adult criminal convictions include petit larceny; possession of cocaine with the intent to distribute; hit and run with personal injury; driving on a suspended license; trespass; possession with intent to distribute five grams or more of cocaine base (the prior federal case); and driving without an operator’s license.

Lockhart is currently being held in the Northern Neck Regional Jail.
