RICHMOND, Va. — All lanes have reopened after a multi-vehicle accident has closed Interstate 95 south, near mile marker 75.4 (7th St./I-95 at I-64 split), in downtown Richmond. The lanes reopened at about 9 a.m. Tuesday. Traffic has cleared.
