Panel: Virginia must redraw congressional map due to gerrymandering

RICHMOND, Va. -- A three-judge panel ruled on Friday that Virginia legislators must redraw the state's congressional map by September because it includes too many African-Americans into the 3rd Congressional District, which dilutes their voting strength.

That district's congressman, Bobby Scott, released a statement about the ruling:

"I hope and expect the General Assembly will more equitably and appropriately balance the influence of all Virginia’s voters, as mandated by this decision."
