Woman accused of leaving racist notes over parking spot arrested

WEST LINN, Ore. — An Oregon woman is facing harassment charges after police say she put racist notes on her neighbor’s door.

Investigators said the situation all started with an argument over a parking spot in their apartment complex.

KPTV reportsthat Eva Chapin was arrested Tuesday for allegedly putting racist and harassing notes on her neighbor’s door.

“That anybody would feel entitled to address somebody else in the community with this abusive, disgusting, foul, inappropriate language, just makes me sick,” said Mark Cogan, a friend of the woman who received the notes.

Cogan said his friend is from Ghana.

Chapin previously pleaded guilty in 2012 to reckless driving and DUI after crashing her car into a tree while her two, preschool-aged children were home alone, according to records.

In this case, Cogan said his friend feels better now that police took action, but they are worried about the possibility of it happening again.

“If somebody is going to be so incensed to be dispensing this type of racial abuse over a parking spot, what would she do if it was something really significant?” he said.

Chapin is out of custody and is due to be in court May 7 to face two counts each of second-degree harassment and intimidation.
