Sex offender arrested for exposing himself to child at school bus stop

SPOTSYLVANIA COUNTY, Va. -- A Caroline County man was arrested and charged with felony counts of Indecent Liberties and Indecent Exposure after he exposed himself to a child at a school bus stop, Spotsylvania County Sheriff Roger Harris announced via email. Richard Hockaday, 29, is a convicted sex offender who appears on the Virginia State Police Sex Offender registry.

On March 25, Hockaday exposed himself to an 11-year-old girl near her bus stop, investigators said.

Hockaday was waiting near the bus stop, at Courthouse Road near Clover Green, in a blue vehicle. When the girl got off of the bus, Hockaday got out of his vehicle and tried to talk to the child, according to the sheriff.

"When the child refused to cooperate, the suspect then pulled down his pants and exposed his genitalia to the child, while making a profane statement," investigators said. "The victim then ran home and reported the incident to her parents."

Detectives used witnesses interviews and a photographic lineup to develop Hockaday as the suspect. He was arrested April 7. Investigators do not believe there are other victims related to this, or other recent incidents involving Hockaday.

In 2013, Hockaday was convicted of Aggravated Sexual Battery and Contributing. The charges involved sex crimes with a minor.

Hockaday is being held, without bond, at Rappahannock Regional Jail
