RICHMOND, Va. -- Richmond City Council members have voted to re-name the Manchester courthouse on Hull Street after long-time senator, Henry Marsh and his late brother, Harold Marsh, Sr.

Henry Marsh was the city's first black mayor.

The council is also planning to start an honorary street naming program that would name certain street blocks after African Americans who've made "extraordinary contributions" to the city's history.
