RICHMOND, Va. (WTVR) — Drivers should use caution navigating through Ruffin Mill Rd. and Walthall Center Dr. in Chesterfield due to the new traffic light installation at the intersection. Signals will have flashing operations from 9 a.m. to noon Tuesday and become fully operational Thursday.
