RICHMOND, Va. (WTVR) - More and more Richmond residents are using video surveillance cameras to safeguard their property and the streets and alleys around their homes.
One Fan resident on Grove Avenue installed a high resolution camera after his car was broken into while it was parked at the curb outside of his home.
That security camera, one block from a middle school, has captured a gigantic rat – or perhaps a wayward possum – as well as a young man who was either intoxicated or just in dire need of sleep.
Overnight Saturday, that camera also caught a heavyset naked man, apparently fondling himself.
On the video, the as-yet unknown visitor gets out of a car, clad only in a shirt, which he quickly removes. He then goes about his business as he strolls down the sidewalk, ducking down beside a parked car when another vehicle drives past on Grove Avenue. Moments later, he’s heading back up the sidewalk, donning his T-shirt as he walks to the white sedan he had driven past the security camera minutes earlier.
Richmond police have been given the video and the tag number of the sidewalk stroller.
As of Tuesday night, no arrest has been made.
The Fan District Association is active in monitoring criminal activity in their neighborhood. Bill Montgomery, president of that association, said he hasn’t heard of any similar crimes in the Fan recently.
“Fortunately, kids weren’t around,” Montgomery said, adding it’s “inappropriate behavior. We don’t want to see that in our city or anywhere else for that matter.”
Fan resident Perry Josey said he believes “there are weirdoes in every neighborhood” and he’s grateful the stroller was caught on camera. Josey added that he uses video surveillance to safeguard his yard.
His wife, Donna Josey, wonders if the stroller is from the area. If not, “why did he pick this area?”
In years past, there have been reports of a naked jogger – or perhaps a few of them - dashing through the Fan district, clad in just running shoes. Modern days streakers, it appears.
But their physical exertion has been largely limited to jogging.
Perhaps the most similar, widely reported incident was in 2006, when a 24-year-old man was arrested after two women and a 13-year-old girl witnessed him masturbating further west on Grove Avenue. That man was convicted of indecent exposure.
But a generation ago, back in the ‘80s, indecent exposure was common just six and seven blocks to the north, on Grace and Broad streets at Allen Avenue, where prostitutes owned the nighttime corners for years, until residents and police fought back.
