VIRGINIA BEACH, Va (WTVR) - Animal Control officers in Virginia Beach are searching for the person a witness says threw a dog out of a moving car on Wednesday afternoon.

Workers at the Virginia Beach Animal Care and Adoption Center have dubbed the approximately eight to ten-year-old Shih-Tzu Norton. He was brought in by a woman who said she spotted the pup being thrown out of a car on Salem Road.

Thankfully, the dog is recovering with just a few muscle injuries.

"This dog is very lucky," said a center spokesman. "He's under good care now, and we'll go from here."

Unfortunately workers at the care center think Norton is suffering from neglect, possibly dating back months or years. He's got skins and eye problems, and has a hard time walking because hie toenails are so long.

"It's shocking to think someone would let the dogs nails get so long to think it would affect the way it moves," the Center Spokesman said. "And to think he's suffering from a flea infestation too, which is something so easily cared for by getting flea medicine."

Anyone with information about this crime is asked to call the Virginia Beach Crime Solvers Office at 1-888-LOCK-U-UP
