RICHMOND, Va. (WTVR) – In January 1992, WTVR CBS 6 reported on VDOT’s plan to remove tolls from Interstate 95 in Richmond. Now, 20 years later, the state is talking about implementing new tolls along stretches of Interstate 95 and 64.
