RICHMOND (WTVR) – The local chapter of the Sierra Club is fighting to get Richmond to lower its water rates.

The group has planned a protest Monday night at City Hall ahead of tonight’s Richmond City Council meeting.

The organization said the city’s $49.40 service charge does not promote water conservation, but instead hurts low-income residents and senior citizens.

The Sierra Club said it will present a 1,300 signature petition to lower the rate at tonight’s meeting.
