Virginia is issuing a rising number of concealed-gun permits to people who live outside the state and on-line classes may be the reason.

The commercial courses allow applicants to get a permit in Virginia, that is honored in their home state but without the tougher requirements their home state may impose, such as firing a gun with an instructor.

The state issued more than 1,600 concealed carry permits in the first half of this year, which is 300 more than all of last year.
