VIRGINIA (WTVR)–A deal has been reached to build and enhance a stretch of express lanes on Interstate 95 in Northern Virginia.

The project will cost approximately one billion dollars and is slated to finish in 2014.

The 29-mile project is intended to alleviate congestion along a stretch that is prone to congestion.

This will include creating or upgrading high-occupancy vehicle lanes from Stafford County to Fairfax County.

In the new lanes, vehicles with three or more passengers will be able to ride for free. Those with fewer passengers can use the lanes by paying a toll, which could vary depending on the traffic flow.

Governor Bob McDonnell announced that a deal had been reached Tuesday and said construction could begin next week.
