Suspects face 53 charges for slew of city crimes

RICHMOND, Va. (WTVR) – Richmond police said Thursday that two men and a woman facing a slew of charges ranging from robbery to homicide have been indicted on 53 charges.

Police said 20-year-old Shayleisha Shenelle Winston, of Glen Allen, was indicted in connection to the April 6 shooting and robbery of a man on North 22nd Street and the April 9 homicide of Khalfaanii Hasaan Sultaan. [Scroll down for more charges.]

Eighteen-year-old Corey James Walters, of the 1100 block of St. Paul Street, was also indicted in connection with the North 22 Street shooting and robbery and Sultaan's homicide. He was also indicted for the shooting and robbery of a couple in the 700 block of Porter Street on April 16. [Scroll down for complete list of charges.]

Additionally, 25-year-old Stephen Emanuel Mangrum, of Hopewell, was indicted in connection to those same crimes. [Scroll down for complete list of charges.]

Police said these arrests would knock out nearly all of the city's remaining homicides and shootings for April.

Officials also said that detectives have identified or obtained warrants for suspects wanted in several other incidents.

RPD Deputy Chief John Buturla, who praised investigators, said these indictments show that Richmond is serious about capturing criminals.

"But we could not have done this without the tremendous support and tips we received from the community, as well as our law enforcement partners.”

Those partners include the Capital Area Regional Fugitive Task Force, the U.S. Marshal Service, Henrico Police Department and the Richmond Redevelopment and Housing Authority Police Department.

Shayleisha Shenelle Winston, 20, of Glen Allen, was indicted for:

1.            April 6 shooting and robbery of a man in the 1800 block of North 22nd Street. Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; malicious wounding; use of a firearm during a malicious wounding; attempted murder; and use of a firearm during an attempted murder.

2.            April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery; and use of a firearm during a robbery.

Corey James Walters, 18, of the 1100 block of St. Paul Street, was indicted for:

1.            April 6 shooting and robbery of a man in the 1800 block of North 22nd Street. Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; use of a firearm during a malicious wounding; attempted murder; use of a firearm during an attempted murder; conspiracy to commit robbery

2.            April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery; use of a firearm during a robbery; and possession of firearm by a violent felon

3.            April 16 shooting and robbery of a man and woman in the 700 block of Porter Street. Charges: aggravated malicious wounding; use of a firearm during an aggravated malicious wounding, attempted murder; use of a firearm during an attempted murder; burglary with a deadly weapon; use of a firearm during a burglary; robbery; use of a firearm during a robbery; abduction with intent to gain pecuniary benefit; and use of a firearm during an abduction.

Stephen Emanuel Mangrum, 25, of Hopewell, was indicted for:

1.            April 6 shooting and robbery of a man in the 1800 block of North 22nd Street.  Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; use of a firearm during a malicious wounding; attempted murder; use of a firearm during an attempted murder; conspiracy to commit robbery

2.            April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery, use of a firearm during a robbery; and possession of firearm by a violent felon

3.            April 16 shooting and robbery of a man and woman in the 700 block of Porter Street.
