CAROLINE COUNTY, Va. (WTVR) – A second man is facing charges in connection with a bus crash on I-95 in Caroline County that killed four passengers.

Sky Express dispatcher Zhao Jian Chen, 40, has been charged with four counts of involuntary-manslaughter, according to a report on Fredericksburg.com.

The bus driver, Kin Yiu Chung, 37, was also charged in the May 31 crash.

According to the Caroline Commonwealth’s Attorney, Chung told Chen he was too tired to drive that day, but Chen ordered him to drive anyway.

Chung, who told police he crashed after falling asleep behind the wheel, is scheduled to appear in court on March 7.
