Served 24 years as Associate director of Community Organization and Housing Programs and served one year as Interim President/CEO before becoming President and Chief Executive Director of the Urban League of Greater Richmond September 22, 2005.

He is founder and president of the Victory 7 Mustang Club which is affiliated with the Ford Motor Company; member of Holy Rosary Catholic Church, Knights of Columbus; Catholic Honor Society; member of the advisory boards of the American Diabetes and Cancer associations; appointed by Mayor Wilder as commissioner of Seven Hills Healthcare Center; appointed by Governor Warner to serve as commissioner of the state environmental board and inducted into the National Urban League’s Quarter Country Club, 2005; member of the Virginia Heroes; member of the National Association for Black Social Workers; Founding board member of the first emergency shelter; board member of Hope in the City; state board member of AARP; member of WTVR-TV/CBS 6 Community Advisory Board; founding board member of the Emergency Food Bank in Richmond, Virginia; and Virginia Hero.

Thomas Victory earned his Bachelor’s degree in sociology from Virginia State University in 1973. Masters in Social Work from Howard University, 1975. He is originally from Jamaica, New York; wife of 32 years, Jacqueline; two sons, Thomas and Shaun; one grandson.
