While many Richmonders watched the Redskins play on Thanksgiving, city leaders were discussing them.

The measure will need seven out of nine City Council members to vote for it, and there could be three opponents.
CBS 6 reporter Catie Beck learned a proposal called for the city to borrow millions of dollars from both the schools and jail construction budgets.
House Delegate Manoli Loupassi is a Washington Redskins fan, but he’s not a fan of the deal Richmond Mayor Dwight Jones struck with the team.
The agreement, which has yet to be announced, was mentioned in a Tuesday morning email from Richmond lawyer and City Hall observer Paul Goldman.
As part of theRedskins deal, the city will “lease” four acres of the property to Bon Secours for $5,000 per year for 60 years.
Bon Secours will be chief sponsor.
The Bon Secours Richmond Health System would pay $6.4 million to build the facility and lease the building for the next 8 to 10 years.
