The officers were initially dispatched to the area to search for a stray dog, but were unable to locate the dog.
Police say a man left his infant in the minivan because he said he thought he had dropped the child off at the daycare.
Sharon Salyer, who saw the discovery and tried to help, said the man was in shock.
