<p>(CNN) &#8212; Jes Baker is cutting retailer Abercrombie &amp; Fitch down to size.</p>
<p>Baker, who blogs under the name &#8220;The Militant Baker&#8221; and wears a size 22, changed the brand&#8217;s A&amp;F logo to &#8220;Attractive &amp; Fat&#8221; in a mock, black-and-white Abercrombie ad to challenge the line&#8217;s branding efforts.</p>
<p>The photos come as a provocative response to contentious comments Abercrombie CEO Mike Jeffries made in a 2006 Salon article about the multibillion-dollar brand&#8217;s target audience.</p>
<p>&#8220;In every school there are the cool and popular kids, and then there are the not-so-cool kids,&#8221; Jeffries said. &#8220;Candidly, we go after the cool kids. We go after the attractive all-American kid with a great attitude and a lot of friends. A lot of people don&#8217;t belong [in our clothes], and they can&#8217;t belong. Are we exclusionary? Absolutely.&#8221;</p>
<p>The divisive remarks resurfaced earlier this month after a series of protests went viral, from Greg Karber&#8217;s video of himself giving homeless people Abercrombie clothing to a Change.org petition for larger sizes by a teenage eating disorder survivor.</p>
<p>The plus-size community particularly took umbrage to the CEO&#8217;s business model because the retailer currently does not offer clothes above size 10 or large for women.</p>
<p>&#8220;I challenge the separation of attractive and fat, and I assert that they are compatible regardless of what you believe,&#8221; Baker, 26, wrote in a public letter addressed to the CEO.</p>
<p>Jeffries has since apologized in a statement: &#8220;While I believe this 7-year-old, resurrected quote has been taken out of context, I sincerely regret that my choice of words was interpreted in a manner that has caused offense.&#8221;</p>
<p>Baker spoke to CNN about Jeffries&#8217; comments and her motivations to address them. The interview has been edited for clarity and brevity.</p>
<p>CNN: You start your letter with a preface that Jeffries&#8217; opinion &#8220;isn&#8217;t shocking; millions share the same sentiment.&#8221; The comments are from 2006 &#8212; what motivated you to act on them?</p>
<p>Jes Baker: It really wasn&#8217;t upset or outrage at all. I&#8217;ve been an art major for the majority of my academic life, and so I am always trying to find opportunities to do something artistic.</p>
<p>I just thought we don&#8217;t see the juxtaposition of typical and atypical bodies in advertising specifically. Since I am a woman and I am fat and that&#8217;s what I have to work with, I wanted to show that contrast by finding a male model.</p>
<p>Really, it just came because I wanted to not be angry about it. I wanted to not say, &#8220;This is an outrage, I&#8217;ve never heard of this before,&#8221; but say, &#8220;OK, well, look at this. Look at how awesome this is.&#8221;</p>
<p>And, I think when you&#8217;re talking about really serious subjects, and this is kind of serious, it&#8217;s important to be a little bit cheeky and pull in a little bit of humor so that it&#8217;s approachable &#8212; and it worked.</p>
<p>CNN: In your letter, you credit Jeffries with creating &#8220;an incredible opportunity for social change.&#8221; What did you mean by that?</p>
<p>Baker: In the body-positive world, which is still a subculture, fashion for fat people &#8212; what they call &#8220;fatshion&#8221; &#8212; is a really big political statement. So is the concept of, for example, a fat person walking around wearing cut-off shorts and not apologizing for their body being so observable.</p>
<p>Being positive and having confidence is a huge deal. Through a very, very large company that deals with fashion and also deals with unrealistic body images, it&#8217;s a perfect opportunity. You&#8217;re bringing in fashion, you&#8217;re bringing in body consciousness in general, you&#8217;re bringing in kids who shop at the mall &#8212; it&#8217;s all these wonderful things combined in one opportunity.</p>
<p>CNN: Have you always been comfortable in your own body?</p>
<p>Baker: No, no, no. I think of all of us, to some certain extent, feel the same things. I was crippled from shame my entire life. Only in this last year have I been so dedicated to this journey of learning how to survive bad days and find wanted days. If anyone tells you they have 100% good days, they&#8217;re probably lying.</p>
<p>I have 26 years to undo and rewire and I&#8217;m still working on it, but it&#8217;s definitely a very conscious decision. And writing has really helped, as well.</p>
<p>CNN: The response has obviously been huge.</p>
<p>Baker: It&#8217;s wonderful. I&#8217;m sure there are negatives, but for every negative, there are 20 positives.</p>
<p>The most powerful part is saying there is a reality that you can exist in where you&#8217;re OK, and it doesn&#8217;t make you gullible or delusional, it makes you strong.</p>
<p>For a lot of people, it&#8217;s just a light bulb. I know I had one where I said &#8220;What? I don&#8217;t have to live in self-loathing for the rest of my life?&#8221;</p>
<p>People are entertaining the idea that maybe there is a piece of self-worth for them out there somewhere. And once it starts, it grows.</p>
<p>CNN: Let&#8217;s talk about the actual photo shoot. Were you nervous?</p>
<p>Baker: I had never met the model until that day. I credit the majority of this to the photographer, Liora, because she really made it come to life.</p>
<p>He was the most genuine, down-to-earth person. It was so much fun.</p>
<p>In the beginning, I was nervous, but mostly because I had never modeled with other people. I have done solo fashion modeling, but never with another person and never in a sexual manner &#8212; so it was a really interesting experiment.</p>
<p>CNN: Have you heard from Jeffries or Abercrombie &amp; Fitch?</p>
<p>Baker: No, I didn&#8217;t write this letter technically for them. I like to not invest a lot of my time in people who are dedicated to misunderstanding me. What I wanted to do is reach women who look and feel like me. We never see this pairing; we never see a fat woman in a positive light. I want to empower the individual woman.</p>
<p>When Mike Jeffries is gone, there&#8217;s going to be another company. It&#8217;s not about the extra-large shirts at Abercrombie; it&#8217;s about teaching the world that everybody is equal in value.</p>

<p>(CNN) &#8212; Attention cruise passengers: You now have more protection when things go awry. On Wednesday, Cruise Lines International Association announced the adoption of a new passenger bill of rights.</p>
<p>&#8220;The Cruise Industry Passenger Bill of Rights codifies many longstanding practices of CLIA members and goes beyond those to further inform cruise guests of the industry&#8217;s commitment to their comfort and care,&#8221; said Christine Duffy, president and CEO of CLIA, in a statement.</p>
<p>The new policy comes on the heels of a series of high-profile setbacks for the industry. From mechanical failures to a deadly accident off the coast of Italy, incidents in the past year-and-a-half have battered the industry&#8217;s reputation for safety.</p>
<p>Among passengers&#8217; rights are an emergency power source in case of a main generator failure and a ship crew &#8220;properly trained&#8221; in emergency procedures.</p>
<p>Generator failure played a key role in the days-long stranding of the Carnival Triumph in February after an engine fire knocked out power. In the case of the January 2012 Costa Concordia disaster off the coast of Italy, which killed 32, many passengers recounted a chaotic evacuation of the sinking ship.</p>
<p>Another provision of the cruise industry rule mirrors the Department of Transportation&#8217;s tarmac delay rule for airline passengers in giving cruise passengers the right to disembark a docked ship if adequate food, water and restroom facilities are not available onboard.</p>
<p>The organization&#8217;s new policy also provides the right to emergency medical attention, timely information related to itinerary changes and mechanical problems and full or partial refunds for voyages that are canceled or ended early due to mechanical failures. The bill also assumes responsibility for passenger transportation and lodging in cases when mechanical issues cut voyages short.</p>
<p>The full bill of rights will be published on each cruise line&#8217;s website, in addition to a toll-free number for passengers to call with questions about shipboard operations.</p>
<p>The bill of rights is effective immediately for U.S. passengers who purchase cruises on CLIA&#8217;s North American member cruise lines. The industry organization is also planning to request global recognition of the new policy from the International Maritime Organization.</p>

<p>(CNN) &#8212; Kaitlyn Hunt&#8217;s supporters say she is being prosecuted because she was in a sexual relationship with someone of the same sex. Authorities say it isn&#8217;t a gay rights issue at all, but rather a simple case of an adult inappropriately involved with a minor.</p>
<p>As public outrage mounts, fueled by Internet activism, 18-year-old Hunt has until Friday to decide whether she&#8217;ll accept a plea deal or go to trial for her relationship with a 14-year-old schoolmate.</p>
<p>Hunt is charged with two felony counts of lewd and lascivious battery in the relationship that the young woman and her parents say was consensual. The students attended Sebastian River High School in Sebastian, Florida,</p>
<p>While some of the 150,00 people signing an online petition asking prosecutors to drop the case have suggested that it&#8217;s being handled differently because it involves a same-sex relationship, Indian River County Sheriff Deryl Loar said that has nothing to do with it.</p>
<p>&#8220;If this was an 18-year-old male and that was a 14-year-old girl, it would have been prosecuted the same way,&#8221; he said.</p>
<p>CNN legal analyst Sunny Hostin concurs, saying whether the people involved are same-sex or opposite-sex, the legal issues are the same.</p>
<p>&#8220;A kid, a child under the age of 16, cannot consent to having sexual relations with an 18-year-old, an adult under the eyes of the law,&#8221; she said. &#8220;And that really is all this case comes down to when you look at it legally.&#8221;</p>
<p>The Indian River State Attorney&#8217;s Office has offered a plea deal that would reduce the charges to third-degree child abuse. As part of the package, she would get a year of probation and two years of monitoring, meaning she would have to wear an ankle bracelet.</p>
<p>It would be up to a judge to decide if she would be labeled a felon as she moves forward in life.</p>
<p>Her lawyer, Julia Graves, is asking that &#8220;common sense&#8221; prevail and that the charges be reduced to a misdemeanor.</p>
<p>&#8220;This is a life sentence for behavior that is all too common, whether male, female, gay, straight,&#8221; Graves said at a Wednesday news conference. &#8220;High school relationships may be fleeting, but felony convictions are forever.&#8221;</p>
<p>Charles Sullivan, an attorney for the 14-year-old, told CNN affiliate WPTV that the plea deal is fair.</p>
<p>&#8220;It takes into account the seriousness of the offense. It takes into account that it&#8217;s a violation of Florida law,&#8221; he said. &#8220;The plea offer allows her to enter a plea that she will not go to jail and she will not be labeled as a sex offender, so there&#8217;s no argument that her life is being ruined by this plea offer.&#8221;</p>
<p>A sometimes tearful Hunt said the whole thing frightens her.</p>
<p>&#8220;I&#8217;m scared of losing my life, the rest of my life, and not being able to go to college or be around kids, be around my sisters and my family,&#8221; she said, acknowledging the whirlwind that has surrounded her since the family went public with the story. &#8220;Definitely overwhelming to say the least. &#8230; Just kind of hopeful, hopeful for the best.&#8221;</p>
<p>Prosecutors have said they will not bend on the plea deal.</p>

				<content:encoded><![CDATA[<p>ASHEVILLE, Nc. (NOAA) &#8211; In its 2013 Atlantic hurricane season outlook issued today, <a href="http://www.cpc.ncep.noaa.gov/">NOAA’s Climate Prediction Center</a> is forecasting an active or extremely active season this year.</p>
<p>For the six-month hurricane season, which begins June 1, NOAA’s Atlantic Hurricane Season Outlook says there is a 70 percent likelihood of 13 to 20 named storms (winds of 39 mph or higher), of which 7 to 11 could become hurricanes (winds of 74 mph or higher), including 3 to 6 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher).</p>
<p>These ranges are well above the seasonal average of 12 named storms, 6 hurricanes and 3 major hurricanes.</p>
<p>“With the devastation of Sandy fresh in our minds, and another active season predicted, everyone at NOAA is committed to providing life-saving forecasts in the face of these storms and ensuring that Americans are prepared and ready ahead of time.” said <a href="http://www.noaa.gov/sullivan.html">Kathryn Sullivan, Ph.D.</a>, NOAA acting administrator. “As we saw first-hand with Sandy, it’s important to remember that tropical storm and hurricane impacts are not limited to the coastline. Strong winds, torrential rain, flooding, and tornadoes often threaten inland areas far from where the storm first makes landfall.”</p>
<p>Three climate factors that strongly control Atlantic hurricane activity are expected to come together to produce an active or extremely active 2013 hurricane season. These are:</p>
<ul>
<li>A continuation of the atmospheric climate pattern, which includes a strong west African monsoon, that is responsible for the ongoing era of high activity for Atlantic hurricanes that began in 1995;</li>
<li>Warmer-than-average water temperatures in the tropical Atlantic Ocean and Caribbean Sea; and</li>
<li>El Niño is not expected to develop and suppress hurricane formation.</li>
</ul>
<p>“This year, oceanic and atmospheric conditions in the Atlantic basin are expected to produce more and stronger hurricanes,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster with NOAA’s Climate Prediction Center. “These conditions include weaker wind shear, warmer Atlantic waters and conducive winds patterns coming from Africa.&#8221;</p>
<p>NOAA’s seasonal hurricane outlook is not a hurricane landfall forecast; it does not predict how many storms will hit land or where a storm will strike. Forecasts for individual storms and their impacts will be provided throughout the season by NOAA’s <a href="http://www.nhc.noaa.gov/">National Hurricane Center</a>.</p>
<p>New for this hurricane season are improvements to forecast models, data gathering, and the National Hurricane Center communication procedure for post-tropical cyclones. In July, NOAA plans to bring online a new supercomputer that will run an upgraded Hurricane Weather Research and Forecasting (HWRF) model that provides significantly enhanced depiction of storm structure and improved storm intensity forecast guidance.</p>
<p>Also this year, Doppler radar data will be transmitted in real time from <a href="http://www.aoc.noaa.gov/">NOAA’s Hurricane Operations Center</a> <a href="http://www.noaa.gov/features/03_protecting/hurricanehunterstory_2012.html">Hurricane Hunter aircraft</a>. This will help forecasters better analyze rapidly evolving storm conditions, and these data could further improve the HWRF model forecasts by 10 to 15 percent.</p>
<p>The <a href="http://www.weather.gov/">National Weather Service</a> has also made changes to allow for hurricane warnings to remain in effect, or to be newly issued, for storms like Sandy that have become post-tropical. This flexibility allows forecasters to provide a continuous flow of forecast and warning information for evolving or continuing threats.</p>
<p>“The start of hurricane season is a reminder that our families, businesses and communities need to be ready for the next big storm,” said Joe Nimmich, FEMA associate administrator for Response and Recovery. “Preparedness today can make a big difference down the line, so update your family emergency plan and make sure your emergency kit is stocked. Learn more about how you can prepare for hurricane season at <a href="http://www.ready.gov/hurricanes">www.ready.gov/hurricanes.</a>”</p>
<p>Next week, May 26 &#8211; June 1, is National Hurricane Preparedness Week. To help those living in hurricane-prone areas prepare, NOAA is offering hurricane preparedness tips, along with video and audio public service announcements in both English and Spanish, featuring NOAA hurricane experts and the FEMA administrator at <a href="http://www.nhc.noaa.gov/prepare/">www.nhc.noaa.gov/prepare/</a>.</p>
<p>NOAA’s outlook for the <a href="http://www.noaanews.noaa.gov/stories2013/20130523_hurricaneoutlook_easternpacific.html">Eastern Pacific</a> basin is for a below-normal hurricane season and the <a href="http://www.noaanews.noaa.gov/stories2013/20130521_hurricaneoutlook_centralpacific.html">Central Pacific basin</a> is also expected to have a below-normal season. NOAA will issue an updated outlook for the Atlantic hurricane season in early August, just prior to the historical peak of the season.</p>

				<content:encoded><![CDATA[<p>RICHMOND, Va. (WTVR) &#8212; Pastor Geronimo Aguilar, known as <a href="http://wtvr.com/tag/pastor-g/">Pastor G, </a>has stepped down as President of the Board and as Pastor of the Richmond Outreach Center, according to a statement on the ROC&#8217;s website.</p>
<p>This week Aguilar was charged in Texas with seven felony charges that stem from alleged sexual encounters with two minors in the 1990s. [REALTED: <a href="http://wtvr.com/2013/05/22/pastor-g-to-remain-behind-bars-until-extradition/">ROC Pastor G remains behind bars until extradition to Texas</a>]</p>
<p>According to the statement, Aguilar stepped down to &#8220;devote his time and energy to certain legal matters in Texas.&#8221;</p>
<p>The statement, signed by the Board of Directors of the Richmond Outreach Center, called the accusations against Aguilar &#8220;completely untrue and unfounded.&#8221;</p>
<p>&#8220;We, the Board of Directors, have voted to make this a paid leave of absence, considering the incredible contributions that Pastor Geronimo has made to The ROC as a founding member.  Furthermore, we feel that it is not in the purview of the Board to act as either Judge or jury,&#8221; the statement read. &#8220;We look forward to Pastor Geronimo’s return, and we ask that you continue to keep him and his family in your prayers.&#8221;</p>
<p>The ROC&#8217;s Board of Directors said it has appointed &#8220;the Executive Team&#8221; to run the church&#8217;s day-to-day operations. Among its services, the ROC church provides religious and bible studies, homeless and prison ministries, addiction programs, family counseling and annual holiday events.</p>
<p>&#8220;We are actively pursuing an outside, interim pastor to serve on the Board of Directors, to assist with preaching duties, and to lend spiritual guidance,&#8221; the statement read.</p>
<p>Authorities in Texas have made plans to travel to Richmond Friday to pick up Aguilar from Richmond jail.</p>

<p>“In the first case involving one victim, Aguilar was charged with two counts of aggravated sexual assault of a child under 14 – both counts are first degree felonies punishable by up to life in prison. He was also charged with two counts of sexual assault of a child – both counts are second degree felonies punishable by up to 20 years in prison,” Tarrant County Criminal District Attorney’s Office Public Information Officer Melody McDonald said in an email Wednesday. “In the second case involving the other victim, Aguilar was charged with two counts of aggravated sexual assault of a child under 14 – both counts are first degree felonies punishable by up to life in prison. He was also charged with one count of indecency with a child – a second degree felony punishable by up to 20 years in prison.”</p>

<p>WASHINGTON (CNN) &#8212; From the targeted killing of Americans overseas to the future of the military prison at Guantanamo Bay, President Barack Obama will lay out the framework and legal rationale for his administration&#8217;s counterterrorism policy in a widely anticipated speech Thursday.</p>
<p>Administration officials tell CNN that Obama will use the National Defense University speech to continue to call on engagement with Congress on aspects of national security, more transparency in the use of drones, and a review of threats facing the United States.</p>
<p>He will make the case that the al Qaeda terror network has been weakened, but that new dangers have emerged even as the U.S. winds down operations in Afghanistan after more than a decade of war triggered by the 9/11 attacks.</p>
<p>Threats that have emerged come from al Qaeda affiliates, localized extremist groups, and homegrown terrorists.</p>
<p>The address will also build on remarks Obama made in his annual State of the Union address earlier this year when he said his administration works &#8220;tirelessly to forge a durable legal and policy framework to guide our counterterrorism efforts.&#8221;</p>
<p>It also comes on the heels of a couple confirmation hearings on Capitol Hill for members of Obama&#8217;s national security team where a pitched political battle over the use of drones was waged.</p>
<p>At John Brennan&#8217;s confirmation hearing to be CIA director, Republican Sen. Rand Paul of Kentucky mounted a 13-hour filibuster demanding the administration detail whether it would be legal to strike suspected American terrorists on U.S. soil.</p>
<p>Attorney General Eric Holder responded in a letter to Paul that the president did not have such authority.</p>
<p>In a letter to congressional leaders on Wednesday, Holder disclosed the administration had deliberately killed Anwar al-Awlaki, an American citizen and radical Muslim cleric who was said to be the face of the al Qaeda franchise operating in Yemen.</p>
<p>Holder said he was actively plotting to attack the United States and so targeting him was justified legally and from a policy standpoint.</p>
<p>&#8220;This disclosure was also intended to coincide with the speech the president will give (Thursday) in which he will discuss our broader counter-terrorism strategy &#8211; including the policy and legal rationale for our use of targeted, lethal force against al Qaeda and its associated forces,&#8221; a White House official told CNN.</p>
<p>The letter also disclosed that three other Americans were killed overseas in counterterror strikes but that those suspected terror figures were not deliberately targeted by the United States.</p>
<p>In an interview with CNN Chief White House Correspondent Jessica Yellin last year, Obama said the drone issue was a daily &#8220;struggle&#8221; for him.</p>
<p>&#8220;That&#8217;s something that you have to struggle with,&#8221; he said. &#8220;Because if you don&#8217;t, it&#8217;s very easy to slip into a situation in which, you end up bending rules, thinking that the ends always justify the means. That&#8217;s not been our tradition. That&#8217;s not who we are as a country.&#8221;</p>
<p>The administration is considering shifting lethal drone operations currently run by the CIA over to the military &#8220;due to a desire for greater transparency in who is being targeted,&#8221; a U.S. official told CNN earlier this week.</p>
<p>By law, the military is not able to act in the covert way the CIA can in this particular arena, and must answer to Congress.</p>
<p>In his confirmation hearing, Brennan expressed a desire to move the agency away from paramilitary operations, and back to traditional areas of espionage.</p>

<p>&#8220;The CIA should not be doing traditional military activities and operations,&#8221; he said.</p>
<p>The American public is split on where and how drones should be used, according to a March poll by Gallup.</p>
<p>Although 65% of respondents said drones should be used against suspected terrorists abroad, only 41% said drones should be used against American citizens who are suspected terrorists in foreign countries.</p>
<p>This number dips even further when the use of drones on American soil is considered. Only 25% of people said drone should be used against suspected terrorists in the United States. And when that suspected terrorist is an American citizen, the approval for using drones falls to 13%.</p>
<p>Another flashpoint Obama will discuss is the fate of the Guantanamo Bay, Cuba, detention facility.</p>
<p>While he worked to close it early in his first term, Congress enacted significant restrictions on the transfer of detainees from the prison that made its closure impractical.</p>
<p>Earlier this year, the State Department reassigned the special envoy who had been assigned in 2009 to deal with closing the facility and lowered the post&#8217;s profile by assigning the job to the department&#8217;s legal adviser&#8217;s office.</p>
<p>&#8220;Guantanamo hasn&#8217;t been a full time job for a year,&#8221; one senior administration official told CNN earlier this year in reference to the congressional restrictions on the repatriation of detainees who have been cleared for release.</p>
<p>But with more than half the facility&#8217;s 166 inmates engaging in various forms of hunger strike, more than 20 of them being force fed, the failure to close the facility established in 2001 is a continuing problem for the administration.</p>
<p>There are some 86 inmates at Guantanamo that have been cleared for transfer, 56 of them from Yemen.</p>
<p>At Wednesday&#8217;s briefing, Press Secretary Jay Carney said Obama is &#8220;considering a range of options&#8221; to reduce the prison&#8217;s population.</p>
<p>&#8220;I would say that one of the options is reappointing a senior official at the State Department to renew our focus on repatriating or transferring those detainees,&#8221; Carney said.</p>
<p>The Wall Street Journal reported on Thursday the Obama administration was ready in the coming weeks to jump start efforts to close the prison &#8211; including lifting the prohibition on sending detainees to Yemen.</p>
<p>&#8220;We&#8217;re in the process of working on that now, we&#8217;re looking at candidates,&#8221; who could lead the process of helping close Guantanamo, Attorney General Eric Holder said at a press conference earlier this month. &#8220;The president has indicated that it&#8217;s too expensive, that it&#8217;s a recruitment tool for terrorists, it has a negative impact on our relationship with our allies, and so we&#8217;re going to make a renewed effort to close Guantanamo.&#8221;</p>
<p>Most Americans still support keeping the prison open at Guantanamo Bay.</p>
<p>Seventy percent of respondents to a February 2012 ABC/Washington Post poll said they approve of keeping the facility open for suspected terrorists. Only 24% said it should be closed.</p>

The Kings of Swing will take the stage at 6:30 and fireworks will follow the show around 9pm.</p>
<p>There will be a Kids Themed area, with moon bounce and other fun kids activities, RVA Street Foodies food and carts trucks and beer and wine. <strong>Rocketts Red Glare</strong> is free with fees for kids rides and beverages that will benefit <strong>Connor&#8217;s Heroes</strong>, a non-profit whose mission is to provide support to children with cancer and their families. 				<content:encoded><![CDATA[<p>RICHMOND, Va. (WTVR) &#8212; Richmond fire crews evacuated the 15-story West Hospital building in downtown Richmond Thursday afternoon after a water leak, according to Richmond Fire spokesman Lt. Robbie Hagaman. The building is located at 1200 East Broad Street.</p>
<p>Hagaman said the leak happened around 11:40 a.m. on the building&#8217;s fourth floor.</p>
<p>The building was evacuated due to electrical concerns, Hagaman said. There were no injuries and no fire reported.</p>
<p>The leak was marked under control just after 1 p.m. and workers were allowed back inside.</p>

<p>RICHMOND, Va. – With more than 25 food deserts in the area, Richmond has one of the highest percentages of them in the country. The Richmond Food Co-op is now working to bring fresh produce to one of the food deserts near the Diamond. Co-founder Susan Hill has been working to gather members to help start the first co-op in the city since Fare Share Cooperative Grocery on West Main Street closed in the 1990s.</p>
<p>“A food desert is a neighborhood with low income and no access to fresh, healthy food. Many of the residents in these neighborhoods are restricted to buying most or all of their foods from corner stores,” said Katie Vatalaro Hill, the assistant director and nutrition services coordinator at VCU’s Wellness Resource Center.</p>

<p>The co-op is scheduled to open this fall or next spring, depending on how quickly and how many members join. The goal is 800 members. Susan Hill said that nothing has been officially confirmed, but Scott’s Addition, the neighborhood near the Diamond and Movieland, is a projected location for the store with hopes that it will attract shoppers from VCU and Carytown.</p>
<p>“A co-op is a business that is owned by its members. Everyone has an equal voice and one vote in the business. The Food Co-op will focus on products that are as local and organic as possible while still serving as people’s one-stop grocery store,” Hill said.</p>
<p>Membership in the co-op costs $125 per person and comes with a store discount and the ability to vote on how the business is run. The co-op currently has a membership list of over 150 people. Hill added that one does not have to be a member to shop.</p>
<p>Though Hill believes the co-op could have a big impact on food accessibility in a food desert, others are concerned that access is only part of the problem.</p>
<p>Mayor Dwight C. Jones established the Richmond Food Policy Task Force in 2010 to address citywide food and health issues. Anne Darby, the current co-chair, said she thinks the co-op is a good idea, but it may not be enough to change much.</p>
<p>“No one project is going to change anything. You can establish a place for people to buy the food, but that still doesn’t help those who have no means of transportation. I do think this will be a great place for people to buy local foods, but the food needs to be accessible to everyone in the community,” Darby said.</p>
<p>Both Hill and Darby said they agreed that in addition to availability and accessibility, education is a big problem with food deserts.</p>
<p>“Just because someone has access to fresh vegetables doesn’t mean they are going to know how to prepare them when they have been buying mostly canned goods and prepackaged foods from corner stores,” Hill said.</p>
<p>Darby said she thinks the community-run co-op has a great opportunity to address the education problem.</p>
<p>“The co-op will be run by people who are aware and care about the food desert problem. The building itself could be a community hub for education,” she said.</p>
<p>Darby said the USDA sets the standard for how food deserts are mapped, but in reality, Richmond could be worse than what the national average shows.</p>
<p>“I believe there are a couple of grocery stores that they thought existed but either don’t or fail to serve fresh foods, I have been working on a food desert map and believe mine is more accurate,” she said.</p>
<p>Though the verdict is out on the effect the co-op will have, both Susan Hill and Darby said that the solution to the problem is far from easy.</p>
<p>“If there was one thing we could do to fix things, we would do it. My number one recommendation is to hire a full-time food policy coordinator, who’s full-time job would be to address all of these problems. We just to need to dedicate more resources,” Darby said.</p>

<p>RICHMOND, Va. (WTVR) &#8211; Richmond has a tangible presence in Oklahoma right now, with representatives of our city actively helping tornado victims in the Moore, OK area. Both CBS 6&#8242;s <a href="http://wtvr.com/2013/05/22/tornado-updates-zach-daniel-in-oklahoma/" target="_blank">Chief Meteorologist Zach Daniel</a> and Jonathan McNamara of Richmond are assisting with relief efforts.</p>
<p>McNamara is the Regional Director of Donor and Media Relations of the American Red Cross&#8217;s Virginia Capital Region chapter. He arrived Wednesday in Moore for his first full day assisting the local Red Cross there.</p>
<p>McNamara says, &#8220;The only thing more breathtaking than images from Moore is the resolve of those affected to rebuild.&#8221;</p>

				<content:encoded><![CDATA[<p>RICHMOND, Va. (WTVR) &#8211; Police are looking for the man who fell through the ceiling of a Richmond Radio Shack. Police said the man broke into the Sheila Lane business early Saturday morning, May 11.</p>
<p>Police said it does not appear the man took anything from the store.</p>

<p>Police said the man was last seen running out of the Radio Shack toward the direction of Walmart. </p>
<p>The man was last seen wearing a purple sweater with white stripes and gray pants. Police said the man&#8217;s shoes were white on the front and a dark color on the back.</p>
<p>Police asked anyone with information to call Detective Harry K. Brown at 646-1109 or Crime Stoppers at 780-1000.</p>

				<content:encoded><![CDATA[<p>RICHMOND, Va. (WTVR) &#8211; Police identified a man who was stabbed to death Saturday on East 29 Street in South Richmond as 54-year-old Ricky Jones of Montrose Avenue.</p>
<p>Police charged Paul M. Manning, 58, of Clarkson Court, with murder. Manning was arrested at the scene.</p>
<p>Anyone with information about this incident is asked to call Crime Stoppers at 804-780-1000.</p>

				<content:encoded><![CDATA[<p>SPOTSYLVANIA COUNTY, Va. (WTVR) &#8211; A high school coach was arrested and charged with one count of felony indecent liberties, one count of distribution of drugs to a minor, and three counts of contributing to the delinquency of a minor. The Spotsylvania County Sheriff’s Office said Keith Bradley Pendleton, 35, had an &#8220;inappropriate relationship&#8221; with a 17-year-old Courtland High School Student.</p>
<p>Detective Pattye Harper said the relationship lasted six months. Investigators said none of the crimes happened at school or during school hours.</p>
<p>Pendleton, who is no longer working for the school system, is being held without bond at Rappahannock Regional Jail. The Sheriff&#8217;s Office said Pendleton was a Para educator and an assistant coach.</p>

(WTVR) &#8211; The storm system that has had a deadly history of severe weather this week as it has slowly tracked out of the Plains and into the Great Lakes will impact Virginia today.  The dynamics with the storm system are a lot weaker than they were a few days ago.</p>
<p>The air-mass in our region has become increasingly humid and warm enough to support instability for scattered thunderstorm development in central Virginia through the evening. A cold front attached to the low pressure storm system will move toward us tonight, and we&#8217;ll also have a pulse of upper-level energy swing over the Mid-Atlantic today. These factors will enhance the potential for isolated strong to severe thunderstorms, capable of damaging wind gusts, large hail, heavy downpours and frequent lightning.</p>

<p>The best timing for strong to severe storms will be from mid-afternoon through 11 p.m., which is when the cold front will be sweeping through central Virginia toward the coast late tonight. Storms should be scattered, meaning that while some of you are getting poured on, others may have mostly sunny skies only miles away.</p>
<p>Our severe weather set-up is not like what happened in Oklahoma on Monday, so our threat for tornadoes is slim to none. However, the damaging wind threat (gusts 60 mph or stronger) is certainly feasible here.</p>
