NORFOLK (WTKR) – Twenty-year-old Jessica Carpenter and 27-year-old Rachael Lowe are charged with felony producing an abortion or miscarriage in Norfolk.  Court records say their friends told police the women searched for “ingestible items that would cause [Carpenter's] pregnancy to terminate.”

The search warrant affidavit for Carpenter’s medical records says she went into labor at six months pregnant and delivered a baby boy at DePaul Hospital in Norfolk, but he died 20 minutes later at the hospital.

ORLANDO, Fla. (WTVR) — An FBI agent shot and killed an acquaintance of Boston Marathon Bombing suspect Tamerlan Tsarnaev early Wednesday morning in Orlando, according to CBS affiliate WKMG.

It was reported that the FBI special agent was involved in a deadly shooting just after midnight Wednesday morning near Universal Orlando.

Two friends of the victim tell WKMG the victim was from Chechnya.

WKMG says they have confirmed with the FBI that “the agent encountered the suspect while conducting official duties. The suspect is deceased.”

No other details were given at the time, but more information is expected to be released later this morning.

At this time the FBI has not confirmed the link between the shooting victim and Tsarnaev.

A friend of the shooting victim says he was a MMA fighter who met Tamerlan Tsarnaev in Chechnya. The friend also believes the FBI has been following the suspect since the Boston Bombing.

According to TMZ, police responded to reports of an SUV being driven without headlights. Police reportedly found Danforth and a male passenger heavily intoxicated.

TMZ reports Danforth tussled and shouted at officers when they arrested her. She was released on $1,000 bond.

Danforth was adopted by Walters and then-husband Lee Guber in 1968. The couple divorced in 1976. Walters chronicled her daughter’s troubled childhood and past drug abuse in her autobiography “Audition.”

(CNN) — Former U.S. Rep. Anthony Weiner is running for New York City mayor, he announced early Wednesday morning in a video posted to his campaign website.

According to a story in the New York Post, they’re hiring disabled tour guides to pose as family members. That gets the families on rides faster.

Investigator Mike Mather, with our sister station WTKR in Norfolk, knows first-hand how these special passes work, because he’s used them with his disabled son. We sent him to Florida to check out this tour company.

An 18-year-old student at Varina High School was charged with kidnapping a 16-year-old student just before 9 a.m. Monday morning.

Police said it happened in the school parking lot and that Austin Martin forced the girl into his car by showing a gun.

But what has parents outraged is that the school did not inform parents of the incident until Tuesday afternoon – more than 30 hours after the alleged incident took place.

“Why didn’t you let the other parents know before? Suppose something had happened at the same time to another girl. What would you do then?” Betsy Walker said.

CBS 6 went to Henrico School leaders to find out why.

Henrico spokesman Andy Jenks admitted that the school system had received complaints over this issue, but emphasized that the district waited until it had the correct information.

“We work very hard to communicate in a very timely and effective manner and in order to be timely and effective you have to have accurate information,” Jenks said.

Jenks also said that the fact the high school was administering exams to students on Tuesday factored in their decision to remain quiet.

“Our students deserve to take their exams in a an environment that has as few distractions as possible,” Jenks added.

It’s not easily accessible to the public, but the Board of Supervisors has big plans for that to change.

Wednesday the board is expected to allocate $2.5 million to the cause. Members are hoping to pair that money with federal grant money that the county is applying for.

It’s a tall task of turning a tiny, dated train station into a modern multimodal hub.

Rider, Porsha Buchanan is excited to hear about the plan. She would like to see, ”Restaurants, shops, somewhere that you can sit when you’re waiting on your train.”

County leaders say the big picture plan includes relocating and expanding the train station and improving the surrounding area. Widening projects are slated for East River Road and Bessie Lane which will also be realigned. Sidewalks are also proposed for the following streets; South, James, North and Williams.

Neighbor Penny Lyons says she thinks the improvements would be positive for the community. With the expansion of the Amtrak services in the Tri-Cities region, including the potential development of the Southeast High Speed Rail, county leaders say the need is there for a more modern station.

That vision includes a taxi stand, a Petersburg Area Transit bus drop off and sidewalk access to nearby Virginia State University.

It seems that not everyone is thrilled at the idea.

Virginia Summers tells us she doesn’t support high-speed rail in Chesterfield. She thinks the proposed improvements to the Amtrak station in Ettrick are being done just to move the county one step closer to high-speed rail.

“If the only reason they’re doing it is for high-speed rail then I’m not sure it’s worth the money they’re putting into it,” Summers added.

County leaders say pumping new life into the Ettrick Amtrak station and making it more accessible is the ultimate goal.

According to a staff report from the Chesterfield Supervisors’ agenda, the Ettrick train station “can easily evolve into a Tri-Cities multimodal station for many reasons: existing infrastructure, access to interstates, opportunities for supporting transit-oriented development, and location relative to the region’s population, Virginia State University and Fort Lee.”

Chesterfield County must apply for the federal grant by early June.

Some locals wasted no time springing into action.

Four Seasons restaurant owner Jim Vlasidis says he wants to help.  His Powhatan restaurant is putting out a fundraising jar to help some locals with their supply drive.

“If every county does something like this, you know, Goochland and Hanover and Chesterfield, it adds up and it can help out a community,” said Vlasidis.

A horse trailer sits empty at Elam Animal Hospital off Route 60 in Powhatan but come Wednesday morning, volunteers hope to pack it with essentials.

“We’re asking for water, Gatorade, diapers, canned foods, but no clothes because there’s nowhere to store it.”

Regina Reams-Prigg and a few friends from the Wounded Warrior Project will head to Oklahoma Thursday, hoping to haul a few horse trailers filled with compassion from the Commonwealth.

“Pay it forward, you know, because I know if we were hit by something like this, those people wouldn’t hesitate to help us,” Reams-Prigg said.

The horse trailer is parked at Elam Animal Hospital.  That’s at 1403 Anderson Highway, on the eastbound side near the Powhatan-Chesterfield County line.

MOORE, Okla. – On Monday an EF-5 tornado tore through the suburban town of Moore, just outside Oklahoma City–taking out homes, businesses and two schools.

About 75 students and faculty took shelter in the Plaza Towers elementary school.

Seven of those children did not survive.

TWIN LAKES, OK — “Monster” the dog was separated from his family after the Sunday tornado, his cage wrapped around a tree with him trapped inside. But he was reunited with his family thanks to his dog collar.

Some animals that have been separated from their owners have been taken to the 1 Day Ranch Animal Rescue Center.

In case you aren’t familiar with the “Toots” incident, that’s when, according to police, a teenager chucked a stolen vodka bottle at the lead singer of Toots and the Maytals, Toots Hibbert. As a result the reggae singer suffered a head wound that required 10 stitches, and the free concert ended early.

Now, there wasn’t much LOVE or R-E-S-P-E-C-T in that. The LOVE sculpture that was vandalized is part of a program where Virginia localities all across the state build themed artworks to reflect something notable about that community.

For instance there is a film repository in Culpeper that stores more than 6 million acetate copies of films. There, a LOVE sculpture was made out of old reels: REEL LOVE it is.

Luray, considered the cabin capital, has a LOVE sculpture made out of logs; in Bristol one is made of musical instruments.

For the Richmond one, the L was made of fishing bobbers, the O was a wheel, the V made of two kayaks, and the E was made of backpacks.

Richard Lewis, with the Virginia Tourism Commission, said that eight backpacks were stolen on the Thursday before the outdoor festival. Those were replaced with new backpacks, some were “Virginia is for Lovers” backpacks, but not all.

Those disappeared Sunday night, only two remained.  The LOVE artwork has already been removed since it was only there for the event.

Lewis said the LOVE is still strong though, for the festival and the city.

“We are going to continue to support and be a part of this event next year,” he said.

Tinker Federal Credit Union (TFCU) posted this photo, shared with us by a CBS 6 viewer, that captures just how desperately the residents of Moore, Okla. needed good shelter in the fierce tornado that bore down on the suburbs.

“This is the vault where 14 TFCU employees and eight members rode out yesterday’s tornado in Moore and emerged safely afterward,” read the Facebook caption.

“I was one of the members in the vault yesterday,” Dena Clark wrote on the bank’s Facebook page. “You all should be so proud of your employees! Everyone, especially Jan the branch manager, acted so heroically to keep everyone safe. I am so thankful! Our family loves TFCU!”

“Omg, we were just there and left right before it hit,” Chad Rayburn wrote on the bank’s Facebook page. “The police officer working there said it would be on top of us soon and he was sure right. Wow!”

As you can see, only the vault remained intact, thought it did show damage from the winds, which moved quickly through the area–200 m.p.h. at points–outside Oklahoma City.

The exercise is to prepare students, teachers and administrations for an actual emergency.

On April 18, 2011, a powerful F 3 tornado tore through Gloucester County around 7 pm, ripping the roof off Page Middle School.  The storm also crumbled walls and flipped school buses.

The destruction served as an important lesson to school leaders across the state, who began re-evaluating their own safety procedures and policies.

Around 50 tornadoes were recorded in Virginia in 2011, the second most on record since 1950.  The year ranks only behind 2004, when 87 tornadoes touched down.

“Each year we take a look at our building and we look at the classes,” says Three Chopt principal Rob Spotts.  “Then we try to make sure the students can leave their classrooms and go to the safe classrooms as quickly as possible.”

In Virginia, every school district is required to identify the safest locations in their school buildings based on the architecture and location of the school.

For most schools, the safest locations are interior rooms, bathrooms, closets, stairwells and hallways that are far from windows, doors, and glass cases.

Gymnasiums and cafeterias are usually unsafe places for students to seek shelter.

The Virginia Department of Emergency Management makes recommendations to local school districts and localities pass the information on to  individual school safety committees to help set policies and procedures.

Bob Spieldenner with the Virginia Department of Emergency Management says knowledge and preparation are key to saving lives when powerful tornadoes hit.

“We need to be ready for those types of storms because they can happen anywhere in Virginia,” Spieldenner says.

Rob Spotts says it’s been difficult watching coverage of Monday’s devastating tornado in Oklahoma, that directly hit two schools and claimed the lives of nine children.

Spotts says his school’s safety committee will likely re-evaluate their own safety policies to ensure the best procedures are in place.

“You just hope you’re going to put them in the safest position possible, which is what it sounds like they did yesterday and just pray for the best,” Spotts says.

It was the most severe in Virginia’s  recorded history, listed as an F 4 in intensity, and there were multiple fatalities.

After three close calls with tornadoes in the past, local Maynard Watson was pleasantly surprised a few years ago, to find a solution.

It came in the form of an under ground shelter; found at an affordable price and he bought it on the spot.

It took less than a day to get the fiberglass shelter in place, and ever since, he’s used it several times a year, when severe weather threatened.

The simple hatch is rated to with stand winds up to 300 miles per hour and Watson says the underground shelter gives him peace of mind.

But what happens if you don’t have a shelter and are at home, work or out shopping?

At home, it is best to find an interior room, usually a bathroom, with no windows. Carry a blanket and pillow and if time, a mattress to cover yourself and your family.

If you are at work or in a business shopping, get away from windows, and try to get towards the middle of the middle, any place that has added walls for support.

A simple and added safety precaution for parents, is to  grab your children’s bicycle helmets and have them wear them, while sheltering in place.

Henrico Police told CBS 6 that it happened yesterday morning at Varina High. They said Austin Martin tried to talk to the victim and when she refused he pulled out a gun, got her into his car and took her to a home on Kambis Drive where she escaped.

Martin faces several charges, including abduction and bringing a gun on school property.
