CHESTERFIELD COUNTY, Va. -- The driver of a tractor trailer hauling trash was charged when he overturned where Powhite Parkway meets Chippenham Parkway in Chesterfield.

The trash spilled on the side of the road during this single-vehicle crash Friday morning.

The driver was charged with reckless driving while failing to maintain the vehicle, according to a Virginia State Police spokesperson.

Tobin Fitch was driving to work when he said he witnessed the crash happen.

"A tow truck that didn't make the turn in time came across the median and cut him off," Fitch explained. "[The tractor trailer driver] had to take the exit and when he did his speed was too high."

Fitch watched as the trailer rolled followed by the cab with the driver, his female passenger, and their dog inside.

"The woman was a little beat up and probably in shock," he said. "But, no life-threatening injuries what it appears to be."

Police said speed appears to be a factor in the crash.

The southbound ramp off Powhite Parkway was closed for cleanup and so police could safely investigate the accident. It's expected to reopen sometime after 1 p.m. Friday.

This is a developing story. Witnesses can send news tips and photos here.
