No charges for Chesterfield daycare owner after allegations

CHESTERFIELD COUNTY, Va. -- Officials said no charges will be filed against the owner of a Chesterfield home daycare after the parents of a one-year-old girl said the child was covered with bruises and scratches when they picked her up earlier this month.

The Department of Social Services launched an investigation after Londyn Mosley's  parents were told she had an allergic reaction.

The husband of the daycare owner told WTVR CBS 6 when the child woke up from a nap, her eyes were swollen and she had some scratches. He strongly denied anyone abused the little girl.

Chardae Mosley, the girl's mother, told WTVR CBS 6 earlier this month that was not satisfied with that explanation.

"Everybody is involved right now. I definitely want somebody penalized for this, if not multiple members," Mosley said.

The girl's aunt, Marquita Moseley, pointed out why she felt there were red flags with the explanation.

"They gave three different stories. At first they said it was an allergic reaction," Moseley said. "Once my mom got to the house and saw how she looked, they said oh, she fell. Then they said she did it. She beat herself up in her sleep."

WTVR CBS 6 checked the state DSS website, but there was no listing for a licensed daycare at that Chesterfield address.

The daycare is not required to have a license because the facility cares for only five children, according to the husband of the daycare owner.

WTVR CBS 6 did not name the center or the owners because police never filed charges. Capt. Mike Louth confirmed Wednesday that no charges will be filed after consulting with the Commonwealth Attorney’s Office.

After the child was released from the hospital, family members said they would provide for her care versus placing her in another daycare facility.
