Man charged with distributing child porn was previously convicted of inappropriately touching girl

CHESTERFIELD COUNTY, Va. -- Chesterfield Police have charged Ronald W. Ridout Jr. with 10 counts of distributing child porn back in January of 2015. Ridout was charged on January 19, 2016.

CBS 6 found out this wasn’t Ridout’s first sex offense in the area.

He is a convicted sex offender.

Henrico Police charged Ridout with sexually assaulting a six-year-old girl in May of 2004.

A current neighbor who wanted to remain anonymous said she had no idea.

“Gotta nice girlfriend, seemed like a pretty nice guy,” the neighbor said.

Court documents show Henrico Police charged Ridout in 2004 with aggravated sexual battery, forcible sodomy, and indecent liberties for inappropriately touching the six-year-old.

A Henrico Police spokesperson said Ridout admitted to the offenses and said he was drunk.

“People that hurt children, there is something wrong there,” the neighbor said.

As part of a plea agreement, Ridout pleaded guilty to two of the charges.

His sentence was 15 years with 11 of them suspended.

Ridout’s parole supervision ended in 2012.

“They may have decided they didn’t want to put a six-year-old on the stand to testify and therefore gave him an offer that he would take,” CBS 6 legal analyst Todd Stone said.

But, Stone said if Ridout is found guilty of the 10 child porn charges, a judge will be much more harsh.

“The first one the judge has the ability to suspend the time, but number two through ten, the judge has to give him a mandatory five years to serve if he’s convicted of those offenses,” Stone said.
