RICHMOND, Va. -- All lanes of Interstate 95 south have reopened near Broad Street (Exit 74C) after a tractor-trailer crash shutdown the interstate Thursday morning. Traffic was backed up more than three miles throughout the morning.

"The tractor trailer went to change lanes from the left to center at the same time as another vehicle," Virginia State Police spokesman Sgt. Steve Vick said. "The tractor trailer driver swerved to avoid the car lost control hitting the guard rail."

Truck driver Omar D. Brown, 28, of Midlothian, was charged with making a unsafe lane change.

No one was injured in the crash, but the tractor trailer lost between 100 - 150 gallons of diesel fuel, according to Virginia State Police. The lanes remained closed while a HazMat team cleaned the mess.
