Man arrested for tossing dogs over fence at animal shelter

COLONIAL HEIGHTS, Va. -- One week after someone threw three dogs over the fence at the Colonial Heights Animal Shelter, police announced an arrest in the case. Christopher Ryan Lucy, 26, has been charged with three counts of cruelty to animals (felony), three counts of failing to provide food and water and shelter and one count of trespassing (misdemeanor). Lucy was booked in jail on December 2 and bonded out the next day, according to online jail records.

The reason why Lucy allegedly threw the dogs over the fence and how police found him were not immediately known. Anyone with information about Lucy or the arrest can submit a news tip here.

The Crime

Volunteers at the Colonial Heights Animal Shelter said the three dogs were thrown over a six-foot fence at the shelter on November 25. Security cameras at the shelter captured what appeared to be a 2005 blue or green Ford F-150 with a dog box and tool box in the bed.

The Dogs

The shelter last said they were waiting on a final report from the veterinarian on the physical conditions of the dogs. Volunteers said the three dogs have improved each day since their abandonment.
