HANOVER COUNTY, Va. -- An 18-year-old man was arrested in connection with a Monday night double shooting at the Beaverdam Creek Apartments in Hanover.

Kent  Hockaday said he was standing on his balcony Monday around 10 p.m. when he thought he heard a gunshot. His suspicions were confirmed when he saw people scattering about his Beaverdam Creek Apartment complex. On instinct, he said he made his way downstairs to the parking lot to help a teen that he spotted down in the street.

“When I saw the victim laying in a pool of blood on the ground, I yelled for help. I told someone to call 911. When I saw he was in a pool of blood, I yelled for them to bring towels,” Hockaday explained.

Hanover investigators said Rondell Ramsey, 18, robbed a 21-year-old victim and shot him in the face. That single bullet also hit the teen Hockaday was helping.

Both gunshot victims were taken to VCU Medical Center.

Wanda Woody stopped by her daughter’s apartment complex to check on her family.

“It’s just crazy. It really is crazy, for real. I just think everybody needs God and I'm dead serious. They need God and prayer,” Woody said.

Meanwhile, Hockaday and other neighbors said it was frustrating that people who don’t live in their complex would bring that kind of violence so close to their homes. Still, Hockaday said he felt compelled to act and to help, because someone was in need.

“That's my responsibility as a human being and as a Christian. God tells us to help one another, regardless of the situation. That’s what I was here to do," said Hockaday.

Investigators don’t know why Ramsey and the shooting victims were in the apartment complex because they don’t live there. Ramsey is facing several charges and remains behind bars. He is due in court December 2.
