DPU worker facing changes after allegedly tampering with meters

RICHMOND, Va. -- Their job is to service your gas and water in the city of Richmond.

But according to these arrest warrants, Otis West, Jr. is accused of doing the work for his own financial gain.

"People always have their side hustles.  Everybody's got something,” said Sarah Pederson.

But police say what the Gas and Water technician did was illegal. In October, detectives say West was turning water and gas on for customers in the 2000 block of Boston Avenue.

And then, charging them $100 and pocketing that cash.

"I think what he did was wrong.  And, I think that he has to go through the process now to pay for it,” said Bradley Mock.

But detectives can't say how many customers were impacted or if they were late on their utility bills.

After an ongoing investigation, officers arrested and charged West this week with tampering with a meter device and petit larceny.

CBS 6 tried to reach him at his Varina home.  No one answered the door.

A city spokesperson tells CBS 6, they can’t comment on this case because it’s a personnel matter.

West, Jr. will face a judge on Monday.
