State police warn drivers after man hit, killed on I-95 ramp

CHESTERFIELD COUNTY, Va. – Virginia State Police have a warning for other drivers after a 41-year-old man was hit and killed when he got out of a minivan near I-95 south Wednesday night.

Kiet Truong was struck on the southbound ramp to Route 150 just before 9 p.m. when police said he pulled over to get something that he had dropped out of the window.

The victim had a friend in his pickup with him when he pulled off on the side of an off ramp and stepped into the road to pick up get something.

Troopers said the accident was unavoidable for the driver of a minivan who didn't see Truong in the road because of a blind curve.

Sgt. Stephan Vick said that if a driver finds themselves in a similar situation they should call on state police.

"If you see something in the roadway call us and we can do what's called a slow roll,” Vick said. “We can slow traffic down on the interstate and you see that from time to time -- troopers swerving from lane to lane and a trooper is usually ahead slowing traffic down until the item can be removed from roadway by motorist safety unit. If you see something, call us.”

Vick said Truong was able to speak with a trooper after the accident. However, he later died at VCU Medical Center.

No charges have been filed in this case.
