RICHMOND, Va. — A new report names the City of Richmond’s Audit Department as one of the top 11 best practice audit departments in the country.

The report is authored by several experts in public sector auditing and compares audit functions among the 126 major cities in the U.S and Canada who participated in the survey.

The IIA Research Foundation sponsored the report, which is the primary research arm of the internal audit profession.

The audit departments for three Virginia cities were named in the top 11, including Richmond, Chesapeake and Virginia Beach.

Umesh Dalal is the City of Richmond’s auditor.

His department has conducted several investigations over the past year, including audits that revealed systemic problems at the city’s troubled Department of Social Services.

Dalal’s office also conducted an investigation into $400,000 given to out-going Deputy Chief Administrative Officer Sharon Judkins.
