Case against father who left kids in car to have sex could be hard

The father of one-year-old twin girls was charged with two counts of felony child endangerment and indecent exposure after police found his babies alone in a car parked in a driveway, with the windows down, outside a Prince George County duplex.

But a legal analyst believes that the Commonwealth will have a hard time making this a felony level case.

The father, 27-year-old Juan Munford, was about 30 feet away from the car. He was having sex with a woman behind the building, police said.

Neighbors along the 7900 block of Bull Hill Rd called police after hearing the cries of the one-year-old twins Friday morning.

"Does it show a reckless disregard, as far as is this willful and wonton -- does it show a reckless disregard?" said Ed Riley, who has practiced law for 24 years. "I think it's going to be really hard case for the Commonwealth to make, to get to the felony level; really hard case."

Munford was given a $1,000 secure bond, which Riley said should be an indication "that it probably wasn't as serious as the charges suggest."

He said another reason for the low bond may also be the rural setting over a crowded city.
