22-year-old arrested for filming woman in Chesterfield dressing room

CHESTERFIELD COUNTY, Va. (WTVR) -- Police sources said a 22-year-old suspect who allegedly stuck his cell phone camera under the door of a dressing room at a Chesterfield Kohl's store while a woman undressed turned himself in Thursday night.

Justin A. Harvey turned himself in after allegedly filming a woman changing in a Kohl's dressing room.

This after Chesterfield police released a photo of the suspect in the Valentine's Day incident at the Kohl's at 11331 Midlothian Turnpike.

"The victim was trying on clothes (about 4:20 p.m.) when she saw a hand holding a cell phone under the dressing room door. The victim yelled at the suspect and chased him through the store and to the parking lot. The suspect fled in a blue, newer model Volkswagen Passat," police wrote in an email. "The suspect was described as a white male, 20 to 28 years old, about 6 feet tall and weighing about 175 pounds. He was wearing a black ball cap, a black hooded sweatshirt and blue jeans."

Within 30 minutes of the photo's broadcast, the suspect was identified as 22-year-old Justin A. Harvey of the 14200 block of Jefferson Davis Highway.

Police obtained a warrant for Harvey for unlawful filming in relation to the Feb. 14 incident. Another warrant was obtained for another unlawful filming incident last year at a Kohl's store. That's where Harvey is accused of trying to take video of a woman while she was in a dressing room at the Kohl's store in the 2700 block of W. Hundred Road on Nov. 21, 2013.

Additionally, CBS 6 News has learned Harvey was convicted of simulated masturbation in 2012. Harvey also was charged with sexual battery charge in Colonial Heights in 2012. He is also scheduled to appear in court next month on a drug charge.
